Bangladesh, one of the world’s least-developed countries, has hosted over a million Rohingya refugees since 2017 with support from UN agencies and Global North partners. While its humanitarian efforts deserve recognition and continued support, refugees remain in a state of precarity due to the ad hoc nature of the response. 

This report proposes a new model refugee law for Bangladesh that better reflects the current realities and challenges faced by Rohingya refugees in the border region. Grounded in participatory engagement with refugee communities, the report aims to provide a more rights-based and context-sensitive legal framework to address the gaps and ambiguities in existing refugee governance and to advocate for more consistent, humane, and accountable refugee protection in Bangladesh.
